Addressing the Issue of San Francisco Family Flight
San Francisco Mayor Gavin Newsom’s Policy Council on Children, Youth and Families addresses the issue of families with children leaving San Francisco. The recent decline in the number of families with children in the city is part of a trend that has continued since 1960, when a quarter of the city’s population was under the age of 18.

Getting Behind the Headlines
In 2005 the Policy Council asked the Public Research Institute at San Francisco State University (PRI) to assist in gathering and analyzing data to address the objectives of their September 2005 meeting, entitled Getting Behind the Headlines: Families Leaving San Francisco. The objectives were to:
- Compile as much data as possible regarding child population trends in San Francisco, including demographic information about which families are leaving, and why
- Place these trends in the context of the greater Bay Area and other urban communities
Based on these data, PRI was asked to suggest a framework for Policy Council work going forward and identify any further research needs.
Mission
The mandate of the Policy Council is to strengthen the foundation of supports for San Francisco’s children, youth and families by establishing a core set of citywide policy priorities and monitoring their use. A clearly articulated agenda is crucial to sustain San Francisco’s diverse communities of kids and families, and to ensure that public dollars are used efficiently. The Council’s primary purpose is to encourage more coordinated, responsive, and accountable services and supports through improved planning. With clear citywide priorities in place, the Council can leverage public and private resources facilitate collaborative planning efforts, and help the City achieve better results for children and families.
