Overview

Supporting the agencies that support SF families
Most of the services provided by the Department of Children, Youth & Their Families are done through the department's grant making function. The primary source of funding for grants is the Children's Fund. Grants through the Children's Fund are generally for three years. The current contracts began in July 2007. A second source of grant funds is the City's General Fund. These grants can be offered at various times.

AWARD ANNOUNCEMENT

Tentative awards for funding from the Department of Children, Youth & Their Families in response to the Raising San Franciscans Together 2010-2013 Request for Proposals for the Out of School Time and Youth Leadership and Development Service Areas:

2010 Funded Programs

Also included are awards for Beacon Centers requested in a separate RFP. DCYF is awarding 263 programs for a total of about $20 million. Sadly, many excellent programs could not be funded at the requested amount and many could not be funded at all. The award amount is for one year beginning July 1, 2010. All awards are contingent on the verification of information provided in the application, including partner agreements, matching funds, and other requirements.

The Mayor’s Office of Economic and Workforce Development will be making and announcing the awards for the Workforce Investment Act strategies it oversees that were included in the Raising San Franciscans Together RFP.

How Decisions Were Made
Funding was extremely competitive. DCYF received 623 applications asking for $72 million in support. As explained in the RFP, DCYF has spent two years assessing community needs and determining allocation strategies to make decisions about proposed programs. Decision makers deliberated about proposals based on a combination of the following factors:

  • Community Scores (adjusted averaged)
  • Neighborhood Need as outlined in the 2010 Index of Need 
  • Population Priorities as described in the 2009 Children’s Services Allocation Plan
  • Department Considerations for each Strategy
