Maximizing the Use of Public Dollars

All City & County of San Francisco departments operate on a Fiscal Year from July 1 through June 30. The Department of Children, Youth & Their Families receives revenue from the Children’s Fund; the General Fund of the City & County of San Francisco; and Federal, State, and Private grants.

Each year the DCYF budget is created in an open and inclusive manner, beginning with a series of public meetings in January. Based on public input, staff analysis, and recommendations from our Citizen’s Advisory Committee, a requested budget is sent to the Mayor in March. The entire city budget, including the DCYF allocation, is developed by the Mayor’s office by June 1 and approved by the Board of Supervisor’s by June 30.

The DCYF budget maximizes the use of new dollars by leveraging other resources and partnering with city departments and agencies. When the resources of public agencies are blended, dollars are usually used more efficiently.  For instance, when DCYF provides funding for programs in currently unused or under-used public space, the programs are more cost-effective and the public benefits.

Sources of Funding
Children’s Fund
 The major source of funding for the DCYF budget is the Children’s Fund. DCYF is required by the city charter to administer the Children’s Fund.

General Fund

Other Funding Sources Also include the Child Care Capital Fund, funding from other department for the Youthworks employment programs, Work Order Recoveries, and Summer Lunch funding.

Providing Services through Grants
DCYF funds services primarily through grants to community-based organizations and work orders to other city departments. Our funding cycle is three years so that CBOs can plan and build stable programs. The current funding cycle is 2007-2010. 


DCYF funding reflects a firm commitment to Communities of Opportunity neighborhoods with services: child care, afterschool, youth employment, family support, peer-to-peer family outreach, summer camp, athletics, and recreation programs.

DCYF also maximizes the use of resources by leveraging city and private partnerships. Key partnerships created to maximize use of City dollars:

• RecConnect - Recreation and Park Department
• Wellness Centers - SFUSD and DPH
• Childcare mental health - DPH
• Infant/toddler expansion – First 5 and HSA
• Parent Ambassador - Communities of Opportunity/MOCD
• Youth employment - JPD and MOCJ, and Recreation and Park Department
• Afterschool for All - SFUSD
• Safe Havens - Recreation and Park Department
• Safe Start – Superior Court
• Community Response Network - District Attorney
• Nutrition and Physical Fitness Initiative - DPH
• Save our Schools - SFPD and SFUSD


DCYF Budget Reductions

Like all departments of the City & County of San Francisco, DCYF is being asked to submit General Fund Budget Reductions.

Department Used "Least Harm" Approach
Decisions were made with careful consideration to identify “least harm” reductions based on these criteria:

  1. Eliminating programs that have not yet started, or slowing down the ramp up of newly launched efforts
  2. Reductions in contracts or programs based on under-spending
  3. Reductions in contracts or programs based on under-performance
  4. Reductions in contracts or programs identified as having alternative revenues
  5. Reductions in contracts or programs which are performing but do no provide direct services to children, youth and their families

Several reduction scenarios were developed and considered by DCYF staff and presented at public hearings throughout the winter and spring of 2009. DCYF regrets all funding reductions and is well aware of the impact they will have on the community, especially in these already difficult times.
